This menu above was inserting using the Insert/Web Component feature.

From the FrontPage help:

Note  To embed a Web page in another Web page, both pages must be part of the same Web site.
  1. In Page view, at the bottom of the document window, click Design Button image.
  2. Place the insertion point where you want the included content to appear.
  3. On the Insert menu, click Web Component.
  4. In the Insert Web Component dialog box, under Component type, click Included Content.

    ShowIf the Included Content option is unavailable

    1. On the Tools menu, click Page Options.
    2. Click the Authoring tab, and then select the Author-time Web Components check box.
  5. Under Choose a type of content, click one of the following:
    • Substitution    Inserts a component that shows the author, description, last changed date, or URL.
    • Page   Inserts a component that displays the contents of one page on another page.
    • Page Based on Schedule    Inserts a component that displays the contents of another page on the active page at specified times. This component requires FrontPage 2002 Server Extensions from Microsoft or SharePoint Team Services from Microsoft.
    • Picture Based on Schedule    Inserts a component that displays a picture on the active page at specified times. This component requires FrontPage 2002 Server Extensions or SharePoint Team Services.
    • Page Banner    Inserts a page banner that is displayed as a graphical title based on the page theme or as text.

    ShowIf some of the content types appear dimmed

    Some FrontPage features require special FrontPage information called metadata (metadata: Data that describes other data. For example, the words in a document are data; the word count is an example of metadata.). It the some of the content types are unavailable, you may need to add FrontPage metadata to your Web site. To learn more about FrontPage metadata, see About FrontPage Web sites in the See Also list which is visible when you are connected to the Internet.

    ShowTo add FrontPage metadata to your Web site

    1. Close all open pages.
    2. On the File menu, click Open Site.
    3. In the Open Site dialog box, browse to and click the folder that contains your Web site.

      No folder or site name will appear in the Site name box.

    4. Click Open. If you are alerted that FrontPage needs to add information to your folder, click Yes.
